[SLUG] question on quotas

Hi,
I am trying to setup quotas on a RH7 system.
Q1:
I am following instructions on this link:
http://www.yolinux.com/TUTORIALS/LinuxTutorialQuotas.html

I have edited fstab
Issue the 'touch /home/quota.user' command which creates the file
Issue the 'touch /home/quota.group' command which creates the file

Issue quotacheck -v /home and get:
Scanning /home [/home] done
Checked 4118 directories and 3317 files
Using quotafile /home/quota.user
Updating in-core user quotas

When I try: quotaon -av I get

quotaon: using /home/quota.group on /dev/sda6: Invalid argument
/home: user quotas turned on

Any clues what the "Ivalid argument" means?
If I try quotaoff -av they both trun off cleanly.

Q2:
If I set a group quota (say 5000 files)does this mean that each member of
the group will have a quota of 5000 files or that the group will be limited
to a total of 5000 files? If the latter is there an easy way to set the
same quota for all users?

Q3:
How do I do the maths to turn 'blocks' into actual disk space. eg If I want
each user to be limited to a maximum of 20MB?
