[SLUG] apt-get general question

When I apt-get update and it says...
# apt-get update
Get:1 http://security.debian.org stable/updates/main Packages [55.1kB]
99% [Waiting for file]

The percent will rapidly go from 0 to 99% as it downloads info but then
after it gets to
99% it will wait for some time. Mostly it's this security site at debian
but also for anything at mirror.aarnet

Other sites such as ftp.au.debian dont have this delay.

What is apt-get waiting for, an achnowledgement of some sort? or what?
