This range of 203.x.x.221 to 203.x.x.? has this actually been allocated
to you by Telstra? Did you get a block of just 16 addresses with a
subnet of 255.255.255.240 or an entire class C (in which case you gave 
them lots and lots of $$$ yes?).

If this is the case then you are missing an IP address which is the
address that should be allocated to the telstra side of your "router"
(I.E ppp on the linux box). Probably 139.x.x.x something like that.

However the fact that you can connect with 203.x.x.221 on the PPP
interface just yells out loud that you only have one address or you
have in fact bought multiple individual addresses that just happen
to be side by side rather than an actual network. (Like I said
what is the subnet mask of the 203.x.x.x addresses?).

Also PPP probably means you've bought a dial-up yes? 

If you trace route 203.x.x.222 where does it go for it's last hop?

So once we know the answers to the above then we can try an sort
out what has happened.
