i disagree.

it would be a simple task to write a stylesheet (or bit of xml/sgml
parsing perl) that would walk the parse tree of two documents and
compare them. it could then emit a third document (or modify one) with
the appropriate revisionflag attributes added.

unlike tex, sgml/xml parse-tree builders are a dime a dozen - its what
the formats where designed for.
