As has been mentioned - adding and deleting the accounts is the leasst of
your worries. Script processing of this sort is run at University's around
the country, if not the world, every semester. I'm sure one of the more
knowlegable from a Uni somewhere could give pointers.
Adding a mail client to the machines could be more trouble than it's worth
- so maybe going the webmail method is your best bet after all.
