I think you mean ...b 11 0:
[tony@nospam.develop-help tony]$ ls -l /dev/scd0
brw-rw---- 1 root disk 11, 0 May 6 1998 /dev/scd0

If the kernel is recognizing it then you probably have a different problem
(like using the wrong minor number for the device.)
