/dev/scd0 is the first CD, the one with the lowest SCSI ID. It doesn't
necessarily refer to the device with SCSI ID 0.
For example:
[johnc@nospam.cdburner ~]$ cat /proc/scsi/scsi

Host: scsi0 Channel: 00 Id: 04 Lun: 00
Vendor: TEAC Model: CD-R56S4 Rev: 1.0F
Type: CD-ROM ANSI SCSI revision: 02
On this system, ID 0 is /dev/sda, ID 3 is /dev/scd0 and ID 4 is /dev/scd1.
