Actually it is a minor change, libraries have version number like:
lib<foo>.so.major.minor.revision.subrevision.etc
glibc 2 was a complete rewrite of the original GNU Lib C. It is far
more standards compliant and contains some nifty things like
weak symbol referencing which would make it (easier) to upgrade
the C library (Linux's was already at version 5)
glibc2.1 added better internationalisation and localisation as well as fixing
up lots of threading related issues. More architecture support was added
glibc2.2 adds more architectures (ia64, sparc64, etc.); continues i18n
and l10n; revamps the build system so it can be more easily ported
(baroque is the best way to describe it now); and compies with newer
or previously uncomplied standards; plus the beginnings of ISO 64610
support (a subset of which is Unicode); etc.
One interesting thing is that the rate of work being done on glibc has
increased dramatically in the last year or so. World domination by glibc 3
I suspect.
