Not necessarily. It might also be a legitimate mailing list.

If you use qmail, you can install ezmlm-idx which will handle VERY
LARGE mailing lists. You can set it up so that subscribers cannot
post, that way, not only will subscribers be anonymous, but subscribers
won't be able to reply to the list (avoiding 7000 unnecessary
deliveries).
