It's created at kernel compile time - look in /usr/src/linux-2.2.16 - I
think it's at that level of the tree, but it might be in the arch
directory directly below this.

Copy this file to /boot - call it System.map-2.2.16, then
remove/replace the symlink to point to the new file.

You don't necessarily need one. But you can probably find it in your
source tree somewhere.
