dunno, only played with telstra so far

yes. Ie. it's to catch people who only serve content and don't
download any/much (and therefore wouldn't pay any/much of the per
megabyte charges). It sucks but that's telstra.

then you'll more than likely pay backchannel charges

go for the router.
There's nothing really wrong with linux and ISDN card, and if you're
short of cash it's a good way to go. But IMO if you're spending
money on ISDN (ie. lots of money) then do it properly. A router
is worth it.
