Also I would want the retailer to sell a system whose hardware was in a
known working state.
Most people have little desire to debug their new machine's hardware and
prefer to leave this to the retailer.
The retailer, similarly, would prefer to sell a machine with the hardware
and operating system in a known working state.
It doesn't matter whether the os is Linux or something else; the retailer
needs to check that the hardware is working with os before it leaves the
shop.
