Weeellll, this rules out the colour sugar cubes and I'm not sure if
the B&W will be any good either unless there is a bit of ambient light
around.

If you tell me distance to scene and lighting levels, I might be able
to duplicate it and you can look at a B&W sugar cam (
http://www.woa.com.au/webcam/tuxcam.html) and see how well it does
with nil ir, and various Jaycar floods (really only good for 1-2m
depth). It is an easy matter to put some cable out through the window
one evening. 

I'm just concerned the sugar cubes might not do what you want.
