Nope.
While Microsoft may own some portion of Citrix, the two products are
definitely seperate.
As I understand it, Crtrix Metaframe will actually run on _top_ of
terminal server and provide additional functionality. TS is not a ver good
product - it simply gives you the option of running a "genuine microsoft"
engine under Metaframe as opposed to the "Citrixified" version which comes
in other versions.
I believe that the Citrix one is based on the NT 3.51 kernel rather than
NT 4, but this could be really outdated information - it's been a while,
and I haven't seen the latest versions of metaframe.
