Here is what I wrote on the topic in my diary for my trip to the US last
year where I purchased a laptop before leaving.

I spoke to Gateway and they can not provide a refund on the Operating
System. Suprisingly either could Dell, who do sell servers with Linux but
not Laptops. Quite frustrating, I will have to read up on the Windows
Refund Page. Maybe I will just try and get a refund after the purchase,
but I want to make sure the agreement does not state that you have to
return the whole machine if you disagree.

I just sent Gateway an enquiry and called the Australian Competition &
Consumer Commission ACCC on (02) 9230-9133 to find out what my rights are.
A Lin Johnson agreed that I should be able to get a copy of the license
before purchase, but that was only her opinion. If I wanted anything done
I would have to write to the "Regional Director, ACCC Sydney, GPO Box
3648, Sydney 1044". She mentioned it was something the ACCC was aware off
and that it may become something they investiage further.

So ring then, email them and send a letter. The more complaints they get
over time the more likely they are to do something about it.
