Why does their need to be a fair way to do it? This is an area where
laissez-faire economics can actually work, provided the licenses are
free.
Red Hat doesn't need to fund "fair" development and that would be
unsustainable for them anyway once their IPO money runs out. RH are
better off funding things that help Red Hat. Of course what's good for
RH is often good for everyone else. I know my Linux distro, Debian, has
a number of things that have come from RH.
RH have an interest in making their Linux distro better. That means
better user tools, better kernel. I don't like their distro but I like
some of the things that come from it like printtool.
