I have two questions concerning DNS 

Is there a way to make BIND 8.1.2 check servers before DNS load
balancing report or make some load balancing scheme other then 'round
robin'.
Or recommend some other way to do this (other DNS server)
I discovered lbnamed, but it is not a good solution for me, since it is
a Perl program. 

Second, I have a DNS server which is a secondary for a domain, but on
DNS lookup of that domain it replies with "query refused"
All other secondary domains are working normally.
