The same reason you'd have virtual servers on the web - for specific
purposes.
For example - suppose you support several products from the one box -
setup a virtual server for each product, with a different root and,
perhaps, different access requirements from your "public" ftp server.
It's quite useful sometimes to have "hidden" servers you can use for
preferred clients, or special products, or limited access stuff while
leaving your "public" ftp server wide open.
