Hi Josh.

Yes the answer is something reasonably stupid and there's an easy way to
find out what it is:

1. What do the Apache error logs say? 

2. What user does Apache run as? (see httpd.conf - probably nobody)

3. What are the permissions on all directories below the directory you
are trying to set as DocmentRoot? That is, imagine you are the user that
Apache runs as - do you have permission to read the page that you want
Apache to serve?
