For entering and modifying data into LDAP, you could use GQ:

http://biot.com/gq/

For a generic web interface to contacts stored in LDAP you
could try Web500gw:

http://www.tu-chemnitz.de/~fri/web500gw/

Of course for querying and searching contacts, you just use Netscape
(or any other mail tool with LDAP capability).

You could construct an arbitrary web front end using PHP's LDAP
functions.  This would give you better data validation than GQ.
I'm planning on implementing something like this in the medium
future, let me know if you're interested.
