No. The RPM spec file specifies the whole builing process, including
running the configure script.

Since you want mySQL and other things, the place to start is the 3.0.12
src rpm in the contrib directory. The spec file there is set up to build
mod_php with mysql and lots of other stuff - so much other stuff that you
will either need to assemble quite a bit of extra source, or you will need
to trim back the spec file to leave out the bits you do not want. Then
just run "rpm -bb specfile" to generate a set of RPMS.

If you can let me know what modules you need I might have the right spec
file for you, since I've just been through that process myself.
