[ProgSoc] uts network problems

If anyone is having problems using ftoomsh atm, it's not our fault ;-)

It seems there's a problem with the UTS network. Packets start 
being lost at uts-atm-ultimo.nswrno.net.au. And things go down hill 
from there.
