Scarcity of ideas? No, they are infinite. But bringing ideas into reality

(a) is correct, (b) probably not.

(a) is not because you are benefitting from someone's ignorance, its from
your skill and ingenuity to bring it to light before anyone else, and thus
are rewarded for winning the race.

The harm is lost profits or not being able to work your ideas without
competitors. Even you can do the simple maths.
