[ProgSoc] Attachment Encoding

Hey,

I've got a few attachments recently that have come thru inline. They arent
uuencoded because for starters they dont have 'begin 600' headers, and
secondly, even if I add headers, they arent uudecoded.

"Content-Transfer-Encoding: base64" is in the attachment headers.

How do I decode them?
