if progsoc is affiliated, the union should:
grant $2.50 for each member (to a max of 100 members) funding from the
functions centre for food.
grant money via process of submitting budget and hoping that the funding
sub-committee grants you a certain amount for what you are going to do. 
(but don't count on this - they are tight with granting $$$$)

it's an activities based funding - you do something and you should get
funding for it. not a bad idea if only they could give more funds out.
