Same goes for NTFS... nobody has written any serious utils that detect bad
sectors and marks them as bad. I still have a lot of trouble with this
despite the fact that I have run chkdsk with the "search for bad cluster"
option millions of times.

Yes.. problem is always the time it takes to do something like that :)
