You could try adding / checking for these lines in your
/etc/conf.modules file:
alias ppp-compress-21 bsd_comp
alias ppp-compress-24 ppp_deflate
alias ppp-compress-26 ppp_deflate
I had similar trouble upgrading to 2.2 on a slackware system.
Also check your /var/adm/messages for clues from pppd.
I presume your modem is connected okay but just that your routes aren't
working - right?
