I would suggest using your multimeter to establish what connections are
actually made in your cable.
You will probably find that you have exactly 6 connections but at least it
will rule out the cable doing anything strange.
I count 91 possible connections you should test,
each of the 8 pins against each of the 6pins on the other end.48
first pin against each of the remaining 7 pins on 8pin connector.7
second pin against each of the remaining.6 etc, 5 4 3 2 1
And again on the 6pin connector, 5 4 3 2 1
And check, the hopefully, 6 connections against pin out of the laptops
8pin connector.
And if both modem and laptop are ignoring RTS/CTS hardware flow control
there really shouldn't be a problem, should there? (but sounds like there
will be).

(Actually those 91 connections is doubling up a little once you establish
certain connections but if you had no connections it would require the
full 91 tests to establish no connections).
