these ideas have been gone over for a long time. the mainly problem is
political in fighting within ITD. the managerial people hire technical
people, then disagree with their techincal opinions. as far as i can
tell that is getting pretty close to plain stupid. ITD could really do
with a bomb under their butt and some _real_ management (wether that
is from the people who are already there, or not doesnt matter). ITD
is too beauracratic and really needs a smack on the bum and told to
grow up. wether this will happen is another matter.
