Yes, there is, actually.  You can use group policies, and set the policy
to shut out the entire network neighbourhood and the entire "my computer"
very very easily.

Although I detest Win95, don't believe all you hear about its lack of
security at the desktop... it's not as bad as you might think.

TweakUI would then have to be disabled along with the rest of the control
panels by... you guessed it - group policies!
