[ProgSoc] IE3 browsing

Hi , could some one please show me how to stop the user from browsing the
computer (ie : the drives , network neighborhood etc .)and should be used
to browse the internet only ?
Also , when i tried to delete a directory which has read only attribute
and it still let me do it ?
