A returning office would HAVE to be appointed... preferably by as many
people as possible. The returning office could NOT be a member of the
current exec or a candidate in the elections (duh!). Again, preferably
someone outside all this mess.

No votes at AGM, all votes cast before that date, collected by returning
officer, tallied IN PUBLIC at AGM?
