Most IP emulators allow you to do port redirection, however you cannot
bind any port < 1024 on a UNIX host unless you are root. These are
priviledged ports. It's why well know services are there in the first
place (it prevent malicous users from putting up fakes.)

If you wish to have a port 21 bound and ready for connections, you must have
your own IP address and routing, which in turn means that you will need to
use real PPP. (Or SLIP, or whatever.) Port redirection will not work in this
case.
