MS IExplorer is a browser. You need a PPP link to UTS, whiich you can
setup via Remote Access. As far as I know only SoCS supports PPP.

There are detailed instructions on this in TFM, or (if you are at uni.)
why not point yourself to http://www.progsoc.uts.edu.au/tfm and explore
what information might be useful to you.
