'The answer is called S. 314, or the "Communications Decency Act of
1995,"proposed by Senators James Exon (D-Neb.) and Slade Gorton
(R-Walsh). This bill expands the regulation of obscene and indecent
material to include all content transmitted over or located within any
on-line service. Also, S. 314 holds both the material's orginator and the
service provider fully liable, with penalties of $100,000 a day and up to
two years in jail for each infraction.'
'In addition, both E-mail and content accessible via any public service,
including the Internet, will have to be continuously monitored for "any
comment, request, suggestion, proposal, image, or other communication
which is obscene, lewd, lascivious, filthy, or indecent."'
