Yes, but are you happy topay (taking phone calls as an example)
for when people call you or only you call them or both? You are charged
(almost always) when you call, not when others call you (except reverse
charges, homelink etc..). What system would you have on the internet? You
pay all sending costs only? Well then once you have sent a packet (and it
has been counted by AARNet) ... what if the remote side dosn't respond?
Do you want to keep paying while your software re-tries?. What about only
receiving data (you say), well what happens if some nasty prick sends you
(I mean a machine ... say Dialix, which then charges it's users) a ping
every minute of every day for the next year ... do you want to pay that charge?
