AARNet meters at the State router ... as long as a packet
destined "passes thru" (for those who want technicalities ... I believe
AARNet charges only `on exit') it, it is counted against a site (or
machine). Whether or not the machine (or site) actually receives the
packet. Also, AARNet don't do packet counting per se. What they do is
sample the number of packets flowing to/from your site(machine) every 2.5
mins and extrapolate from there.
