how this is going to be handled at UTS is still under debate. packet
counting looks like it will defenitely go ahead. also under possiblity will
be charges for acs accounts, and the one thing everyone loves... firewalls.
_but_ like i said none of this is in concrete yet... for those who wish to
know IRC is under scrutinization from the VC...
