I can't speak for elm (I don't use it cos it's an archaic, badly
held-together mailer -- but that shouldn't influence you towards pine...
:-)) but you can't get pine to do anything other than:

without changing it yourself while composing your reply.
It's included automatically though.
You don't have to do anything.
