I suggest that it might be better to restrict the investigation to
accusations. The commitee might be better served (both ethicaly and time
wise) to only investigate when asked - much like an onbudsmen [sp?]). I
effect the whole of progsoc become investigating officers as required,
with no additional powers over normal.
