I agree, stopping irc for 10 minutes is hardly long enough to deter the
dedicated irc fanatic. Maybe 20-30 minutes will be more of an
encouragement for those to move to other machines. This figure will have
to be monitored to see what is an effective time length without being too
long (if that is possible.)

I don't see why 2 months is too long, it is about two thirds of a
semester and ftoomsh is not a necessary machine. If people need to use a
computer, then they can use sally or charlie.{Eiffel willing}
