You need more than ten minutes, else it will go up and down. As for
killing them off, does the irc client have a reliable magic number? Then
we don't have to worry about people running cri, ric or 1rc.

Not really. Besides, locking will probably be scalable. There is, I
think, a difference between a 1st year being mischievous and somebody who
spends all their time hopping from machine to machine setting up sites
and getting closed down.
