You will probably find full text databases much more flexible than plain
directory hierarchies. There is a great variety of full text indexing
packages, such as mg/wias/glimpse.

Otherwise, there are zillions of file managers, editors, and so on which
can browse directories and display files (emacs, lynx, ...).
