Fair enough. Make the sys-admin designates sign something to the effect of
"if we deliberately spam the network or deliberately bring SoCS into
distrepute by our actions then we will be held solely responsible".

Note the careful use of "deliberate". It should be up to technically aware
people to decide what's deliberate and what isn't.

This ignores all personal/political issues, of course. I never claimed to
provide a complete solution.
